Paul is an experienced and seasoned manager and leader. His professional capacity is motivated by strong service delivery and a customer centric ethos. In his role as Director of Estates at the University of Oxford, he maximised the full potential of the University’s physical resources in order to support the achievement of the University’s key corporate objectives in the development of the estate. His collaborative and transparent leadership style allows for open communication and motivation.

Paul has more than 25 years’ experience in the Higher Education sector, including senior estates roles at the University of Oxford and the University of Leicester, as well as serving as a Professorial Fellow at Jesus College, Oxford. Since retiring from Oxford in 2024, he has continued to contribute through a range of advisory and non-executive roles, including as a Board Advisor to St Andrew’s Healthcare, Non-Executive Director and Chair of Oxford Mutual Limited, Director of EstateAide Consulting Ltd and Associate at SUMS Group.

How has Paul recently supported universities?

  • Leading the development of a new Estate Strategy for the University of Oxford (2024 – 2029) through to approval by the University’s Council. This was developed in line with a capital funding plan to ensure that it was deliverable
  • Developing a Space Management Policy for the University of Oxford which ensured that spaces were properly understood and managed, even in a highly decentralised institution
  • Leading the £150m to £200m per annum capital programme for the University of Oxford. A highly complex programme in a heritage environment and with sustainability (through Passivhaus) at its heart
  • Leading the Estates Services department at the University of Oxford through to Customer Service Excellence accreditation. This was used to establish parameters and expectations in terms of what it was possible to deliver within finite resources

Outside of work, Paul is a lifetime motorsport fan and not only likes to spectate, but also to take part in track days with his own car.
